A passion for service and community. Meet Deanna Taylor.

Family, service, and community are the values that guide my life and my commitment to Manchester.

I am the proud mother of two amazing sons. My oldest is a sophomore at Parkway South High School, and my youngest is a seventh grader at Parkway Southwest Middle School. Raising my boys has been one of the greatest joys of my life. Our family has always been grounded in love, resilience, and support for one another.

Our home is also shared with a few beloved pets—our dog Asha, who is 11 years old, our cat Apollo, and our turtle Spike, who has been part of the family for 16 years.

My Journey to Manchester

I grew up in Cocoa, Florida, in Central Florida, before moving to St. Louis in 2004. In 2014, I made Manchester my home. Since then, I’ve grown to deeply appreciate the sense of community that makes this city such a special place to live, raise a family, and build lasting relationships.

Education & Career

Education has always been important to me. I earned both my undergraduate and graduate degrees from Florida A&M University, where I received a Bachelor of Science in Business Management and an MBA in Finance. My education has helped shape my perspective on leadership, responsibility, and thoughtful decision-making.

As Director of Compliance & Operations at BluePenguin, Inc., I lead the day-to-day financial operations. I manage regulatory oversight, government relations, and internal policies with a steady hand and a clear eye for detail. My work bridges banking partnerships with community needs—aligning financial integrity with the values that matter most to the people we serve.

Whether I’m shaping policy or strengthening relationships, I believe in practical solutions and transparent leadership. That same commitment guides my campaign for Alderwoman in Manchester Ward 3: making sure our city works for everyone, every day.

Community Involvement

Serving the community has always been a central part of my life. I believe strong communities are built when neighbors show up, support one another, and work together.

I currently serve as Nominating Chair for the St. Louis Psychoanalytic Institute Board and remain active in several local organizations and volunteer efforts across Manchester and the greater St. Louis community.

My involvement includes:

I am also an active member of Alpha Kappa Alpha Sorority, Incorporated, where I serve on the Standards Committee, Community Empowerment Committee, and Building Committee.

In the broader St. Louis community, I volunteer with many organizations such as Operation Food Search, Action St. Louis, and the St. Louis Urban League, supporting efforts that serve families and strengthen neighborhoods.

Faith and Service

My faith plays an important role in my life and my commitment to service. As a member of my church, I serve in several ways that support families and the broader community.

My church involvement includes:

  • Food Pantry – Financial Reporter

  • Nursery Worker

  • Choir and Dance

  • Angel Tree Coordinator

These opportunities allow me to support families, children, and individuals who need encouragement and connection.
